Charles (“Chuck”) Bullock has dedicated his career to restructuring and litigation, assisting thousands in his efforts. Chuck regularly serves as a fiduciary and represents fiduciaries in countless state and federal court proceedings and bankruptcy cases. Chuck’s practice is grounded in debtors’ and creditors’ rights, real estate, bankruptcy matters, and business and commercial litigation (including those involving closely held business entities) for debtors and secured and unsecured creditors in complex bankruptcy proceedings, out-of-court negotiations, and transactions involving distressed businesses. Chuck possesses significant experience and understanding of industry-specific challenges across a vast array of business sectors. The breadth of Chuck’s restructuring engagements, from manufacturing to agriculture to health care, set him apart as uniquely qualified to be an effective fiduciary. Chuck regularly serves as a court-appointed fiduciary, including as Liquidating Trustee, Receiver, and Assignee for the Benefit of Creditors.
Chuck obtained his undergraduate degree from the University of Michigan and his Juris Doctorate from the University of Memphis. He is a founding member (1998) and managing partner of Stevenson & Bullock, P.L.C. Chuck is a member of the state bars of Michigan (1996) and Tennessee (1995), as well as being admitted to practice and in good standing in the Sixth Circuit Court of Appeals, U.S. District Court for the Eastern and Western Districts of Michigan, and the Western District of Tennessee. Among his professional associations, he includes membership in the Federal Bar Association, American Bankruptcy Institute, Detroit Catholic Central Shamrock Bar Association, Detroit Bar Association Foundation (Patron Fellow), and Oakland County Bar Foundation (Charter Fellow).
Known for his thoughtful, diligent, and tenacious approach, Chuck believes that regular practice and skill development are keys to effective legal representation. While he is ready to advocate aggressively when needed, he prioritizes collaboration among the parties. This balanced approach has led to successful outcomes in the most complex matters.
In addition to his legal practice, Chuck has taught the bankruptcy law class at Michigan State University since 2022 and at Cooley Law School for 10 years prior to that. Chuck also testified before the United States Senate Judiciary Subcommittee on Administrative Oversight and the Courts, “Could Bankruptcy Reform Help Preserve Small Business Jobs?” (March 17, 2010).
Chuck regularly serves as Court appointed mediator and facilitator in Macomb, Oakland, and Wayne counties (Michigan) and U.S. District Court for the Eastern District of Michigan as well as serving as a Court-appointed discovery master, receiver, special fiduciary, and conservator across Michigan. He also serves as a Patient Care Ombudsman in the U.S. Bankruptcy Court for the Eastern District of Michigan.
